UI Builder Viewport's Tool Gizmo has deadzones
*Steps to reproduce:*
# Open the attached project
# Open the Test.uxml asset
# In the UI Builder window, select the Button2 element
# In the Viewport's gizmo, position the cursor slightly to the side of the Vertical Text Align Tool (Reference video attached)
# Observe that the Tooltip appears
# Left-click to change Vertical Text Align
*Actual results:* Button2 becomes unselected, and Vertical Text Align is not changed
*Expected results:* Vertical Text Align change action is registered, the Button remains as the selected Element
*Reproducible with versions:* 2022.3.62f1, 6000.0.49f1, 6000.1.4f1, 6000.2.0b3
*Tested on (OS):* macOS 15.5
