[uGUI] Scrollbar ping-pongs between two Value values when click and holding in the interactable area around the Scrollbar
How to reproduce:
1. Open the user's attached "ScrollBar" project
2. Enter the Play Mode in the "SampleScene" Scene
3. Click and hold slightly left or right from the Scrollbar located on the right in the Game view
Expected result: The Scrollbar stands still
Actual result: The Scrollbar ping-pongs between two Scrollbar (Component) Value field values
Reproducible with: 2019.4.37f1, 2020.3.33f1, 2021.3.0f1, 2022.1.0b15, 2022.2.0a10
Note: Make sure not to select the Scrollbar itself and not move the mouse when holding
