[Ubuntu 20.04] Package Manager cannot be opened after removing packages from project
Steps to reproduce:
1. Create a new project
2. Open Package Manager (Window -> Package Manager)
3. Remove Version Control, or Rider package (it seems that the issue appears whenever there is a recompilation progress window)
4. Close the Package Manager
5. Try to open the Package Manager again
Expected result: Package Manager can be opened
Actual result: the menu entry for Package Manager in [Window] menu item becomes inactive
Reproducible with: 2021.2.0a1, 2021.2.11f1
Not reproducible with 2019.4.36f1, 2020.3.28f1, 2021.1.0a10, 2022.1.0b7, 2022.2.0a3
Could not reproduce on Windows 10
Note: restarting the project resolves the issue
