Older image effects don't affect the Scene view window
In the Scene View there is a toggle for showing the Skybox, Fog and Lens Flare Effects. This button will appear in the incorrect state in new projects, and new scenes will show all effects even though the button is not visually shown as being 'on'.
Reproduction Steps:
1. Open the attached project
2. Open the scene "Scene - Standard" which uses the Standard Assets Bloom
3. Observe that the Game window shows the effect, but not the scene view, nor any gizmos if made visible by selecting objects
4. Open the scene "Scene - Uber" which uses the Uber Post-Processing Bloom
5. Observe that everything in the Scene window has bloom applied, just like the Game window. This includes gizmos of selected objects
Note that it's possible to avoid this issue by disabling Image Effects in the Toggles dropdown for the Scene window, however this behaviour doesn't also appear when using Standard Assets Image Effects.
Expected Result:
The Uber effects should not necessarily affect the Scene window, or else the Standard Assets Image Effects should, but there must be a consistent behaviour between the two.
Reproducible in version 5.5.0b7 (bd91e53964bc).
