Transparency Sort Mode value is taken from Graphics Settings instead of 2D Forward Renderer
Reproduction steps:
1. Open the user's attached project and Scenes/SampleScene scene
2. In the Project window, select New 2D Renderer Data asset
3. In the Inspector, observe that Transparency Sort Axis Y value is set to 1
4. Observe the Game view
Expected result: Transparent objects are sorted via Y-axis
Actual result: Transparent objects are not sorted
Reproducible with: 7.5.3 (2019.4.20f1), 10.3.1 (2020.2.3f1), 11.0.0 (2021.1.0b5), 12.0.0 (2021.2.0b5)
Could not test with: 2018.4.31f1 (URP is not supported)
