Tooltip is not shown when hovering cursor over View Tool in Scene View Tools Overlay
*Steps to reproduce:*
# Open any Project
# Open Scene View and make sure the Tools Overlay is enabled
# Hover the cursor over the first tool with the hand icon
*Actual results:* The "Tools" Overlay Menus Tooltip is displayed below
*Expected results:* The "View Tool" Tooltip is displayed
*Reproducible with versions:* 2023.1.0a19, 2023.1.20f1, 2023.1.20f1, 6000.0.15f1
*Not reproducible with versions:* 2021.3.42f1, 2022.3.41f1, 2023.1.0a18
*Tested on (OS):* Windows 11
