[TMP] Conversion Tool fails to Scan with some Windows Region options
Reproduction steps:
1. Set your Windows Region to Lithuanian
2. Open the attached project
3. Click Window > TextMeshPro > Project Text Spacing Conversion Tool
4. Press Scan Project Files
Expected result: The files are scanned and adjusted
Actual result: The file scan gets stuck on 55 with an `Input string was not in a correct format.` Exception
Reproducible with: 1.5.4 (2018.4.33f1), 2.1.4 (2019.4.22f1), 3.0.4 (2020.3.0f1, 2021.1.0b11, 2021.2.0a9)
Could not test with: 1.5.3, 2.1.3, 3.0.3 (No Conversion Tool)
