TimeZoneNotFoundException is thrown when registry is missing current time zone
Steps to reproduce:
1. Download 1165754_repro.zip project
2. Open Registry Editor
3. Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Time Zones
4. Remove your current time zone (before deleting registry export it. Later it will be easier to restore to original state)
5. Restart PC
6. Open the attached project and build it
7. Launch player
8. Open player logs
Results: TimeZoneNotFound exception is thrown.
TimeZoneNotFoundException: Exception of type 'System.TimeZoneNotFoundException' was thrown.
Reproduced with: 2019.3.0a9, 2019.2.0b10, 2019.1.11f1, 2018.4.4f1
Not reproducible with: 2017.4.30f1
