Timeline rushes or delays starting an event when it is set to a specific duration
Steps to reproduce:
1. Open the “timeline-oafr.zip“ project
2. Open the SampleScene
3. Click the “Assets/timmy.playable” asset
4. Observe the Signal durations in the Timeline Window
5. Enter Play Mode
6. Observe the Console Window
Expected result: The duration between the signals is exactly 3 seconds
Actual result: The duration between the signals is slightly less than 3 seconds
Reproducible in: 1.8.7 (2021.3.44f1, 2022.3.47f1, 6000.0.20f1)
Reproducible on: Windows 11
Not reproducible on: No other environment tested
