TileMap Collider 2D not generated for transparent tiles
How to reproduce:
1. Open the "Project.zip" project
2. Open the "scene" scene
3. Select Grid > Tilemap in the Hierarchy
4. Notice that Tilemap Collider 2D is attached, but transparent tiles don't have colliders.
Actual result: Colliders are not generated for transparent tiles (screenshot "1.png" attached).
Expected result: Colliders are generated for transparent tiles.
Reproducible with: 2017.2.0a4, 2017.2.0f3, 2017.3.0b5, 2018.1.0a1.
Note: Sometimes the colliders were generated totally wrong, changing versions fixed it (screenshot "2.png" attached).
