Tile does not appear after draging it to Tile Palette
Reproduction steps:
1. Create empty project
2. Create new Tile and new Tilemap
3. Open Tile Palette and create a new palette
4. Drag the tile to Tile Palette
Expected: tile's sprite appears in the Tile Palette
Actual: tile's sprite does not appear in Tile Palette (still possible to select it and draw with it in Scene view)
Reproduced in: 2018.2.0a3; 2018.2.0a6
Not reproduced in: 2018.2.0a2

I know it's old, but for people still having this problem: the solution for my was to remove the project folder from my iCloud directory.
Somehow, the upload and download time of iCloud created some conflicts with the drag & drop.
Hope, it'll help someone else!

I just ran into this in 2019.4.4f1 with a tile palette that I previously added rule tiles to.
I use git (on bitbucket) to backup my projects. I set up my project with the .gitignore file from the "gitignore" repo on github (I'm not linking to it in case that link prevents the comment from being posted).
I was unable to add tiles to the palette on other branches, either.
I deleted my local copy of the repo, re-cloned the repo, then opened my project. It works.
The issue might be caused by files referenced in the .gitignore.
If you could previously add tiles to a tile palette and it just stopped working, and you don't have this .gitignore file set up, then deleting files references in the gitignore and re-opening your project might fix it. Just be careful to back everything up, first.

The same issue in Unity 2018.1.0f but I can't even place tiles in the scene as well as not see the tiles in the tile palette.
