This package is not accessible anymore error displayed in the Package Manifest
Steps to reproduce:
1. Open the Package Manager
2. Click the + button, select Install package by name...
3. Enter com.unity.vectorgraphics into the Name field
4. Observe the Inspector with the Vector Graphics package selected
Actual results: The message "This package is not accessible anymore" is misleading because the package is accessible and available (albeit experimental)
Expected results: Display a correct package manifest. If the package is indeed deprecated and should not be available - it should be obvious in the docs/manifest.
Reproducible with versions: 2023.3.0b6, package version 2.0.0-preview.24 (the latest available in the version dropdown is preview.23)
Tested on (OS): Windows 11, Mac OS (the OS shouldn't be relevant)

Resolution Note:
It seems this was a temporary glitch with the Package Manager, as I cannot reproduce the issue. The inspector shows the package information without any errors/warning.
