The sort order of a previously enabled UIDocument is not respected when enabling a UIDocument with lower sort order
How to reproduce:
1. Open the attached project "UIToolkitRepro.zip"
2. Open "BaseScene" Scene
3. Enter Play mode
4. Click the menu button in the upper right corner
5. Click on the "HOME" button in the menu
6. Click the menu button again
Expected result: the menu window opens
Actual result: the menu button does not respond to clicks
Reproducible with: 1.0.0-preview.18 (2020.3.24f1), 1.0.0 (2021.2.5f1, 2022.1.0b1)
Could not test with: 2019.4.33f1 - UI Toolkit package unavailable
