The Self-Collision and Inter-Collision on a cloth is still applied when the Self-Collision and Inter-Collision checkbox is un-ticked and the Self-Collision Distance is non-zero

How to reproduce:
1. Open the “ClothIssueRepro“ project
2. Open the “SampleScene“
3. Open the “Plane2“ GameObject in the Inspector
4. Select the Self Collision and Intercollision button in the Cloth inspector
5. Select all of the vertexes and tick the Self-Collision and Inter-Collision checkbox
6. Set the Self-Collision Distance to a non-zero value
7. Select all of the vertexes and un-tick the Self-Collision and Inter-Collision checkbox
8. Enter the Play Mode
9. Observe the Scene view

Expected result: The Self-Collision and Inter-Collision is not applied
Actual result: The Self-Collision and Inter-Collision is still applied

Reproducible with: 2021.3.43f1, 2022.3.44f1, 6000.0.17f1

Reproducible on: macOS 14.5 (Intel), Windows 10 (User’s)
Not reproducible on: No other environments tested

Workaround: Set the Self-Collision Distance to zero before un-ticking the Self-Collision and Inter-Collision checkbox
