The Scrollbar becomes unusable when adding Elements to the List
How to reproduce:
1. Open the “TestingScrollbar“ project
2. Open the “SampleScene“
3. In the Hierarchy, click on the “Test“ GameObject
4. In the Inspector, add new Elements to the "Spawn Settings" List until the scrollbar appears
5. Use the Scrollbar
Expected result: Scrollbar scrolls through the List
Actual result: Scrollbar is unresponsive
Reproducible in: 2022.3.6f1, 2022.3.57f1
Not reproducible in: 2021.3.47f1, 2022.3.5f1, 6000.0.37f1, 6000.1.0b5, 6000.2.0a2
Fixed in: 2022.2.0a17
