[HDRP][XR] The Scene is blue and has flickering artifacts when entering the Play Mode with Spatial-temporal post-processing and HDRP Dynamic Resolution enabled

Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/SampleSceneXR.unity” Scene
3. In Hierarchy, search for “Main Camera”
4. Select the “Main Camera” GameObject
5. In Inspector, make sure HDRP Dynamic Resolution is enabled
6. Enter the Play Mode

Expected result: The Scene is not blue and has no artifacts
Actual result: The Scene is blue and white artifacts are present

Reproducible with: 2021.3.35f1, 2022.3.19f1, 2023.2.9f1, 2023.3.0b5

Reproducible on: Windows 10 Enterprise 21H2
Not reproducible on: No other environment tested

Note:
- Sometimes issue reproduces for about a minute and then the Scene is rendered correctly without artifacts
