The project hangs on Completing Domain when loading a project
How to reproduce:
1. Open the "IN-32446_SourceGenBugRepro" project
2. If prompted with Package Manager Errors, select "continue"
3. If prompted whether to Enter Safe Mode, select "Ignore"
Expected result: projects opens
Actual result: project hangs
Reproduced with: 2022.2.0a18, 2022.2.12f1, 2023.1.0b9, 2023.2.0a7
Not reproduced with: 2020.3.46f1, 2022.2.0a17
Reproduced on: macOS Monterey 12.2 (Intel) (by reporter), Windows 11
