"The layout could not be fully loaded" warning thrown in the Console window when creating new project using 3D (HDRP) or 3D Template
How to reproduce:
1. Create a new Unity project using 3D Sample Scene (HDRP)
2. Observe the warnings in the Console window
Expected result: No warnings are thrown in the Console window
Actual result: A warning is thrown in the Console window "The layout "Temp/TutorialLayout.wlt" could not be fully loaded, this can happen when the layout contains EditorWindows not available in this project.

Reproducible with: 14.0.4 (2022.2.0f1), 15.0.1 (2023.1.0a20)
Not reproducible with: 10.10.1 (2020.3.42f1), 12.1.8 (2021.3.14f1), 13.1.8 (2022.1.22f1), 14.0.4 (2022.2.0b15)
Reproducible on: macOS Monterey 12.3.1 (Apple M1 Max), Windows 10
