The Installer re-downloads packages that have already been downloaded
To reproduce:
1. Download and launch any Unity installer
2. Select a custom path for packages
3. Cancel the download process after at least one of the packages has finished downloading
4. Launch the same Unity installer again and set the same custom path for packages
5. Start the download and install process
Expected result: Unity does not re-download packages that have already been downloaded
Actual result: Unity ignores already existing packages, downloads and overwrites them
Reproduced on both Mac and PC with installers of: 2017.3.1f1, 2017.2.1f1, 2017.1.3f1, 5.6.5f1
