The "Install Packages" button misses tooltips that would explain its behaviors
*Steps to reproduce:*
# Create a project
# Go to Window -> Multiplayer -> Multiplayer Center
# Verify that the mentioned window opens
# Select "Fighting" in the "Genre of your Game" dropdown
# Select "4" in the "Number of Players per Session"
# In the Recommendation" tab, verify that 4 packages are selected and the "Install Packages" button is active
# Hover on the button and check do you get a tooltip that explains its function
# Unselect all selected packages
# Verify that the "Install packages" button becomes disabled
# Hover on the button again and check if you get a tooltip explaining what you have to do for it to become active again.
*Actual results:* No tooltips.
*Expected results:* Tooltips with the needed info according to the status should be displayed.
*Reproducible with versions:* 1.0.0 (6000.0.48f1, 6000.1.4f1, 6000.2.0b2)
