The Editor and launch screen are not focusable when a progress bar is displayed or when opening the Editor
How to reproduce:
1. Open the attached “IN-80281“ project
2. While the Editor is launching switch to another tab
3. Try switching back to Launch screen
4. Observe the result
or:

2. Build the project
3. While the project is building switch to another tab
4. Try switching back to the Editor
5. Observe the result
Expected result: The Editor and the Launch screen appear as the front window
Actual result: The Editor and the Launch screens don’t appear in the front
Reproducible with: 2021.3.40f1, 2022.3.38f1, 6000.0.10f1
Reproducible on: Windows 11
Not reproducible on: No other environment tested
Note: In Unity 6, the issue is only reproducible when building the project

Resolution Note:
We will be focusing on issues that have a higher impact on user experience. In the Unity 6 builds, we've changed the way the launch screen works so this is no longer an issue in that release stream.
