The Animator Layers panel snaps to the left when resizing the panel
Reproduction steps:
1. Create a new project or open an existing one
2. Open the Animator window via Window -> Animation -> Animator
3. Hover over the horizontal resize area for the Layers/Parameters panel
4. Click and slightly drag to the right
5. Observe the results
Expected Result: The panel doesn’t snap
Actual Result: The panel snaps to the left
Reproducible with: 6000.0.0b11, 6000.0.14f1
Not reproducible with: 2021.3.42f1, 2022.3.41f1, 2023.3.0b10
Reproducible on: Windows 11 Pro
Not reproducible on: No other environments tested
