Texture2D.PackTextures() changes size of the sprites even if maximumAtlasSize is not met
To reproduce:
1. Open attached Unity project "PackTexturesBug.zip"
2. Open "main" scene
3. Go into Play Mode
Expected result: The sprites should have maintained the same size in the atlas (see attached picture "expected.png")
Actual result: The sprites are stretched (see attached picture "actual.png")
Note: in 2017.1.0b7 and 2017.2.0a2 sprite "tex1" is stretched to fit the whole atlas vertically
Regression first introduced in: 5.6.0b2
Reproduced on: 5.6.0b2, 5.6.1p2, 2017.1.0b8. 2017.2.0a2
Not reproduced on: 5.5.3p4, 5.6.0b1

I would suggest Severity 2 because there are no workaround if we need to add padding between textures
