Terrain standard shader displays smoothness with max value
Steps to reproduce:
1. Import attached package
2. Drag and drop the terrain ExternalResources/hangar/Terrain/Hangar_terrain
3. Observe the unnaturally smooth terrain
Expected result: Terrain should be displayed with a default smoothness value
Actual result: Terrain is displayed with a maximum smoothness value
(Expected/Actual result image attached)
Note: The update 5.6.0f2 (build #1595) partially fixes the bug, although when the terrain base map distance is set to 0 it could still be visible
Reproduced in: 2017.1.0a4, 5.6.0f1, 5.5.2f1
