Tap and Hold events of different Actions but the same Binding Path are logged after triggering the Hold event
Reproduction steps:
1. Open the attached “BugTestProject.zip“ project
2. Enter Play mode
3. Connect the Xbox controller
4. Hold down the right trigger of the controller for 1-2 seconds
5. Observe the Console
Expected result: “HOLD” event is triggered
Actual result: “HOLD” and “TAP” events are triggered
Reproducible with: 1.6.1, 1.7.0 (2021.3.30f1, 2022.3.9f1, 2023.1.12f1, 2023.2.0b8, 2023.3.0a4), 1.8.0-pre.1 (2023.3.0a4)
Reproduced on: macOS Ventura 13.3.1 (Intel), Windows 11 Pro
Not reproduced on: No other environment tested
