[Tag][Layer] Tag and Layer manager does not validate when only empty spaces are added
Both Tag and Layer manager do not validate when empty spaces are added. Refer the attached video
Steps to reproduce:
1) Create a new project
2) Edit > Project Settings > Tags and Layers
3) Add empty space as a tag
Actual result: Empty space gets added as a Tag
Expected result: Tag Manager should validate against empty spaces getting added
Occurring in: 2020.2.0a11, 2020.1.0b9, 2019.3.10f1, 2018.4.15f1

Resolution Note:
Changing existing behaviour can potentially break existing projects that are using such tags or layers. Furthermore, bug doesn't list any problems coming from the current behaviour therefore resolving this as won't fix.
