`System.Enum' is defined in an assembly that is not referenced when opening a project under .NET Standard 2.0 in 2018.2.0a1
Steps to reproduce:
1. Open the attached project
2. Observe the errors in the Console
Actual results: Editor throws the errors
Expected results: Editor should not throw the errors
Reproduced with: 2018.2.0a1
Not reproduced: 2018.1.0b6
