No
Switching "Scripting Runtime Version" will fail and throw InvalidOperationException, if it's switched during Playmode
To reproduce:
1. Open attached project "Strategy game.zip".
2. Open and Play "Scene" scene.
3. Go to: Edit->Project Settings->Player, and change Scripting Runtime Version to "Experimental (.NET 4.6 Equivalent)".
4. "Restart required" pops up. Press Restart.
Actual result: Error appears. Editor is not restarted. If Play is pressed again, all scripts lose their associations.
Expected result: Can't change "Scripting Runtime Version" if in Playmode.
Reproducible: 2017.1.0p2, 2017.2.0a2
Fixed in: 2017.2.0a3, 2017.3.0a1
