Sub-Scene shader fog variants missing when using buildconfig and subscene not in initial loaded scene
Steps:
1. Download small repro in comment (1363446_SmallRepro.zip)
2. Open project
3. Open ManagerScene scene, hit play, on GameView, click "Load Scene"
->The pillars are covered by fog according to their distance to Camera (correct)
4. Exit play
5. Select HybridURPSamplesBuildSettings asset
6. Click Build and Run
7. On player, click "Load Scene"
->The middle pillars (which are inside subscene) are not covered by fog (wrong)
Note: Always make sure you are on a new empty scene or the ManagerScene when you Build the player
