Spot Light with a Light Cookie reduces a Directional Light intensity in URP 12.0.0
How to reproduce:
1. Open project "SpotLight.zip"
2. Open SampleScene
3. Enter the Play Mode
4. In the Hierarchy window select "Spot Light"
5. In the Inspector window expand the Emission tab and change the Intensity to "0.001" then to "0.0001" and again "0.001"
6. Observe the Game window light Intensity
Expected result: Light intensity is reduced a bit
Actual result: With intensity "0.001" light is reduced by a lot
Reproducible with: 12.0.0 (2021.2.0b15)
Not reproducible with: 7.7.1 (2019.4.31f1), 10.7.0 (2020.3.20f1), 11.0.0 (2021.1.28f1), 12.1.0 (2021.2.0b16), 13.1.0 (2022.1.0a12)
