SplineReorderableListUtiltity function is private
Steps to reproduce:
1. Open the “IN-23440_Repro” project
2. Observe the Console
Expected result: No errors
Actual result: The error “'SplineReorderableListUtility' is inaccessible due to its protection level” is thrown
Reproducible with: 2.1.0 (2021.3.14f1, 2022.1.23f1, 2022.2.0f1, 2023.1.0a20)
Could not test with: 2020.3.41f1 (Splines are not available)
Reproduced on: macOS Monterey 12.5.1 (Intel)

Resolution Note:
Missing public spline reordering callbacks have been added with a previous PR: https://github.cds.internal.unity3d.com/unity/com.unity.splines/pull/249
The resolution PR for this issue improves the behaviour of Spline.Changed callback when knots are added, removed or reordered in the Inspector which should further improve the situation around building tools for Splines.
