Reproduction steps:
1. Open "1210706" project
Expected Result: Single Editor window
Actual Result: Two Editor windows
Reproduced with: 2019.2.19f1, 2019.2.17f1, 2019.2.0f1, 2019.2.0b10

Resolution Note:
Unfortunately the layout got corrupted somehow and cannot be fixed unless edited by hand.
