Specific project Layout opens the Editor in two windows
Reproduction steps:
1. Open "1210706" project
Expected Result: Single Editor window
Actual Result: Two Editor windows
Reproduced with: 2019.2.19f1, 2019.2.17f1, 2019.2.0f1, 2019.2.0b10
Did not reproduce on: 2019.2.0b9, 2019.2.0b5, 2019.2.0b1, 2019.2.0a1, 2019.1.14f1, 2018.4.16f1, 2017.4.36f1
