Skinned Mesh flickering when "Compute Skinning" is checked
How to reproduce:
1. Open attached project "Case_1202430"
2. Load "Romans Pack - Low Poly (HA)\Demo Scene"
3. Open Project Settings -> Player -> Other Settings and make sure "Compute Skinning" is enabled
4. Enter Play Mode
5. Make sure both Scene and Game views are visible
6. Start moving mouse over the GameObjects in the Hierarchy window
Expected result: Skinned Mesh Renderer does not flicker
Actual result: Skinned Mesh Renderer flickers
Reproducible with: 2019.3.0b6, 2019.3.0f2
Not reproducible with: 2018.4.14f1, 2019.3.0b5, 2020.1.0a1
Could not test with: 2017.4.35f1 (project breaks)
Notes: unable to reproduce bug on Windows, only on Mac. Sometimes bug will not reproduce, to reproduce then - open the project again. Sometimes bug reproduces on its own by simply entering Play Mode without the need to move the mouse. Disabling "Compute Skinning" fixes the issue. If only the Scene view is seen, bug does not reproduce, but if only the Game view is seen, it still reproduces.

The issue is still not fixed for latest M1 Macs with Big Sur 11.1 + Unity 2020.1.17f1 (latest URP).
Disabling Compute skinning does not solve the issue here :/

+1 I see this on 2019.3.15f.
I can workaround by unchecking "Compute Skinning" in the iOS player build settings, but don't love doing that.

This also happens on android devices built with 2019.3.2.
Not all the time, but it does.

Please fix in 2019.3 as well.
