Shortcut window is blank and errors are thrown when unsupported button is used in shortcut attribute
How to reproduce:
1. Open the user's attached "BugShortcutKeyCode" project
2. Open the Shortcut window (Edit->Shortcuts...)
Expected results: The Shortcut window is not blank
Actual results: The Shortcut window is blank and "IndexOutOfRangeException", "GUI Error" errors are thrown in the console
Reproducible with: 2019.4.17f1, 2020.1.17f1, 2020.2.1f1, 2021.1.0b1
Could not test with: 2018.4.30f1 because the shortcut attribute was not yet introduced
