Shadow stutters on Terrain when it moves while camera is far enough from the shadow/Shadow distance is high enough
How to reproduce:
1. Open the user's attached "LightTest" project
2. Open the Scene "SampleScene"
3. Enter the Play Mode
4. Observer the shadow of the cube
Expected results: The shadow moves smoothly
Actual results: The shadow stutters
Reproducible with: 2018.4.33f1, 2019.4.23f1, 2020.3.3f1, 2021.1.2f1, 2021.2.0a12
Notes:
- The bigger the Shadow Distance is set to the more the shadow stutters
- The issue is also reproducible in HDRP and URP

Whilst not ideal, there are some good suggestions here for the cause and ways to reduce the issue:
