[Shaders] Surface Shader normals are not displayed correctly
Steps to reproduce:
1. Open user attached project
2. Extract the 'repro' package
3. Open 'SnowScene'
4. Play the scene
5. Observe the normals of the snow
Expected result: normals should be displayed correctly when they are modified in the fragment shader
Reproduced in: 2018.1.0b7, 2017.3.1p1, 2017.3.0a2
Not reproduced in: 2017.3.0a1, 2017.2.1p4
Regression since: 2017.3.0a2
