[Shadergraph] Shaders turn grey when Fog is 0
When a shadergraph shader uses Fog, and the Fog is not enabled, the shaders just turn grey.
To repro:
- download UOP1_Project.zip
- open it with the latest Unity 2021.2 and 2022.1
- open the Test scene
- notice that the cube is grey
- in the Rendering Settings, toggle Fog on and off and notice that the material appears correctly
This is a regression from 2020.3 and 2021.1, and causes problems for projects upgrading to 2021.2 or 2022.1

Resolution Note (fix version 12.0.x):
This was recently broken and should now work as expected by returning a density of 0 when fog is disabled
