Shader with Procedural Instancing enabled is not rendered in a project build
Reproduction steps:
1. Open the attached 'NS Support HDRP 2021.2 - 2' project
2. Open the 'OutdoorsScene'
3. Go to the 'File -> Build and Run'
Expected result: Both spheres are rendered
Actual result: The sphere with a Shader with '#pragma instancing_options procedural' is not rendered
Reproducible with: 12.1.3 (2021.2.8f1), 12.1.4 (2021.2.13f1)
Not reproducible with: 7.7.1 (2019.4.36f1), 10.8.1 (2020.3.20f1), 12.1.2 (2021.2.7f1), 13.0.0 (2022.1.0a11), 13.1.5 (2022.1.0b9), 14.0.0 (2022.2.0a5)
Could not test with: 12.1.4 (2022.1.0a1, 2022.1.0a10) (Asset migrating errors)
Not reproducible when entering Play mode
