Shader compile error on old surface shaders when LD rendering is used
To reproduce:
Import the attached shader into new project
You will see an error:
Shader error in '....': 'Setup': output parameter 'config' not completely initialized at line 281 (on d3d11)
Reproduced in 2018.1.0a1, 2018.1.0b3
Not reproduced in 2017.3.0p2
