SHADER_API_D3D11 is nolonger correctly defined across the shader source
How to reproduce:
1. Create new empty project
2. Download attached shader and drag to Assets folder
3. Check the error
Actual result: Shader that takes in triangles from a compute buffer and renders them directly via a dummy mesh. On 2017.3 it works perfectly fine, but on 2018.1 it fails to compile with the pragma block being 'missing', but if you were to remove the pragma it fails to compile anyway
Reproduced with: 2018.1.0b3
Not reproduced with: 2017.3.0p2, 2017.2.1p2
