[Settings] Focus highlight is out of sync with focused dropdown
*Steps to reproduce:*
# Open any project.
# Open Preferences menu.
# In General, or any page with multiple dropdowns, start clicking through the dropdowns.
*Actual results:* The blue highlight is always on the open dropdown.
*Expected results:* The highlight takes two interactions to appear, and selects the previously open dropdown rather than the currently open dropdown.
*Reproducible with versions:* 6000.0.7f1, 2022.3.33f1, 2021.3.39f1
*Tested on (OS):* Win 11
