Scroll bar disappears in the editor but appears in playmode
Reproduction steps:
1. Open the attached project
2. Open the scene
3. Enter playmode, notice how the scroll bar on the right disappears
4. Build and run with the open scene, notice how in the build, the scroll bar is there.
Reproducible on: 5.5.0b11, 5.5.0f1
Not reproducible on: 5.3.7p1, 5.4.2p4
