[Scripting] WebCamTexture.UpdateCount is not updating
Steps to reproduce:
1. Open project from this share: https://drive.google.com/open?id=1hpWv8hIAn1cYVcJdDZc-v3GO0JPsBsmP
2. Enter Play mode
3. Notice the UI text field (upper-left) displays "Update Count: 0"
Expected results: Update count should increment with each frame of video
Actual results: Texture.UpdateCount does not change at all and remains 0
Reproducible with: 2018.4.23f1, 2019.3.16f1, 2019..4.0f1, 2020.1.0b11, 2020.2.0a13
Note: Also reproducible with mobile devices
