Scene view bounces when zooming out using a trackpad
How to reproduce:
1. Create a new project
2. In the Scene window, zoom using a trackpad
3. Observe the result
Expected result: View doesn’t bounce when zooming out
Actual result: View is bouncing when zooming out
Reproducible with: 2023.3.0b5, 2023.3.0b10
Not reproducible with: 2021.3.36f1, 2022.3.21f1, 2023.2.14f1, 2023.3.0b4
Reproduced on: macOS 14.3.1 (Intel)
Not reproducible on: No other environment tested
