Scene tool overlay turns invisible while using Rect or Rotate tool if selected object has negative scale
How to reproduce:
1. Create new URP or HDRP project (Built-in projects do not show this behaviour)
2. Add new Cube gameobject to the Hierarchy
3. Select Cube and in Inspector change either scale to a negative value
4. Change to Rect or Rotata tool in the Scene
Expected result: Toolbox is visible in the Scene
Actual result: Toolbox gets hidden, but hovering over the elements tooltips are shown
Reproduced with: 2021.2.0b1, 2021.2.2f1, 2022.1.0a14
Does not reproduce with: 2021.2.0aX, 2021.1.28f1 (Toolbox is locked in Editor, not in Scene)
