Scene Manager Setup ignores foldout state in hierarchy and collapses all scenes
Steps to reproduce:
1. Open the attached project
2. Open "Window/Bug Report/Scene Setup Window
3. Open some scenes in the hierarchy
4. Note: when opening a scene from the editor, it starts expanded in the hierarchy window
5. Ensure some of them are expanded in the hierarchy
6. Press the "Get Scene Setup" button
7. Press the "Restore Scene Setup" button
Actual result: All scenes are collapsed in the hierarchy
Expected result: Any scene that was expanded when the scene setup was saved should be expanded when restored or, all scenes are expanded, like when they are opened directly
Reproduced with: 5.5.4p2, 5.6.3f1, 2017.1.0p3, 2017.2.0b6, 2017.3.0a4
