Scene Gizmo dropdown only works once after domain reload
*Steps to reproduce:*
# Click on the Scene View gizmo setting dropdown arrow
# Click away to dismiss it
# Click again
*Actual results:* The gizmo dropdown does not appear after being dismissed. Reloading scripts gets it to reappear once and the same issue repeats again.
*Expected results:* The gizmo dropdown appears as many times as it is clicked.
*Reproducible with versions:* 6000.1.0b2
*Not reproducible with versions:* 6000.0.20f1, 6000.1.0a10, 6000.1.0b1
*Tested on (OS):* Mac OS 15.1.1, Windows 11

Fixed a bug where it was not possible to open the layer and gizmos dropdowns more than one time.
