[SBP] Changes made in IProcessSceneWithReport callback during Calculate Dependencies step are saved when building Asset Bundles
How to reproduce:
1. Open the attached project ("case_1179801-IProcessSceneWithReportAssetBundleIssue.zip")
2. Build asset bundles (Test > Build AssetBundles)
3. Build and run the project
Expected results: Only one cube is loaded from the asset bundle
Actual results: Two cubes are loaded from the asset bundle
Reproducible with: 2018.4.8f1, 2019.2.5f1, 2019.3.0b2, 2020.1.0a3
Reproducible with package versions: 1.0.1, 1.5.2

Resolution Note:
Building Scenes will call IProcessSceneWithReport twice per scene, once during dependency calculation and once during the final write. This is required and expected behavior.
IProcessSceneWithReport is called on all scenes loaded in Editor's Play Mode, including scenes loaded from Asset Bundles. This is expected behavior as well and has been the norm for years.
