[TreeCreator] Rotate Branch and Free Hand tools in tree creation does not work

To reproduce:
1. Create new Unity project
2. In hierarchy create new tree
3. Select it and in the inspector in Tree component select branch group
4. Observe as Hand editing tools appear
5. Select Rotate Branch tool OR Free Hand tool
6. Try to edit the tree in the scene

Expected result: you can edit the tree
Actual result: only Move Branch tool works

    ```Starting from 2020.1, the TreeCreator will only be available as a package in GitHub, where Unity developers and users will be able to contribute to its development and maintenance. To support this move, we are suspending bug fixes until the TreeCreator is a package. However, although TreeCreator will not available directly in the Unity Editor, Unity will continue to support any Assets made with TreeCreator.```

    We're on Unity version 2020.2, and you still haven't open sourced this. As far as I can tell, you guys have abandoned this tool going as far back as Unity 5.2 (but it was probably earlier). Around the time SpeedTree got support.

    Not only can I not afford SpeedTree, but it's complete overkill for my project. I tried some other tree creators on the asset store, and they also force me into a high-poly workflow. This is the only tree creator that lets me make low poly trees that (are supposed to) work with Unity out of the box.

    The alternative is modeling the trees by hand, and making custom shaders. This is simply not an option for me, right now. But I need to be able to control the branches manually, and I need to be able to apply a random rotation to the trees when painted on the terrain.

    It's clear UT is fully intending to let this rot. Let us have it before Tree Creator decays so much that we can't even fix it anymore.

    So is this still going on to Github?

    Shame the inbuilt tree creator doesn't work as students can't afford speedtree.

    Hopefully if it does get on Gibhub someone can get it working.

    Almost a year old bug, I’m going to showcase this tool to a class of 100 students... that’s not gonna look professional! Don’t forget Unity has to compete with UDK. Instead of adding more features that make the engine unstable, maybe Unity tech should focus on making a solid engine with fully functional tools, rather than having dozens of preview features and broken tools.

    I've been having the same problem since the 2017.2 release ... I just tested on Unity 2018.2 and the problem persists.

    Almost may 2018 and isn't fixed yet.
