RenderTexture Fails to Update when Camera has an Image Effect Enabled
How to reproduce:
1. Open the attached project and "test" scene in it.
2. Press play in the Editor and observe there is no circle in the game window.
3. Select Main Camera, disable Bloom Optimized script and notice circle appears.
4. Enable same script again and see circle now stays in the game view.
Expected behavior: RenderTexture updates immediately when Camera has an Image Effect Enabled in the play mode.
Actual behavior: RenderTexture fails to Update immediately when Camera has an Image Effect Enabled.
Reproducible: 5.2.4f1, 5.3.6p1, 5.4.0f3, 5.5.0a4
